Dr. Pérez Bernal pursued his undergraduate studies in Political Science and Public Administration at the Universidad Autónoma de Nuevo León, earning Honors. He furthered his academic journey at the Complutense University of Madrid, where he obtained a Master's degree in Public Management. Currently, he is a Doctoral candidate in Political Science and Public Administration at the Universidad Complutense de Madrid, Faculty of Political Science and Sociology.
With an impressive career spanning over 25 years, Dr. Pérez Bernal has held various political and administrative roles across different sectors of the public domain. His versatile experience extends into the private sector, where he has served as an advisor and consultant.
He has served as a Councilor in the Municipality of Monterrey, Regional Controller for the Ministry of Public Administration at the Federal Electricity Commission, and a Consultant and Advisor in Government and Public Administration. Dr. Pérez Bernal also played a pivotal role as the Executive Coordinator in the Presidential Transition Teams for Presidents Vicente Fox Quezada and Felipe Calderón Hinojosa. In addition to his extensive career, he is a dedicated professor at the Universidad Autonoma de Nuevo León in the Faculty of Political Science and International Relations.
Currently, as the General Director of the Instituto de Innovación y Transferencia de Tecnología de Nuevo León (I2T2), Dr. Pérez Bernal spearheads coordination and collaboration efforts with federal, state, and municipal government agencies, research centers, industries, academia, and national and international organizations. His mission is to drive strategic CTI programs and projects, with a focus on establishing innovative enterprises in critical knowledge areas.
