He was Dean of the School of Engineering and Applied Sciences at Columbia University in New York, USA and Executive Director of the Center for Buildings, Infrastructure and Public Spaces university. He was a commissioner of the Department of Design and New York City Construction, Associate Provost, of the University of Illinois at Urbana-Champaign, was also a Professor Gifted Edward William and Jane Marr Gutgsell in the Department of Civil and Environmental Engineering, affiliated with the National Center for Environmental Applications Supercomputing and faculty member at the Beckman Institute. He has been a professor at the Massachusetts Institute of Technology (MIT), Distinguished Visiting Member of the Royal Academy of Engineering of the United Kingdom, the University of Cambridge, the University of Salford and the University of Manchester; as well as a visiting professor at the Loughborough University in Great Britain, at the Ecole Polytechnique Fédérale de Lausanne in Switzerland and at the University of Tsinghua in China.
He is the author or co-author of more than 230 academic publications and has six patents. He is a leader in Change Management, Resolution of Conflicts, Sustainable construction and Integration of processes during the Design and development of large-scale civil engineering systems. Has established its international reputation for its innovations in teaching, research and engineering.
He has been recognized with the Presidential Early Career Award for Scientists and Engineers (PECASE); the Foundation's CARRERA Award National Science Conference; the Distinguished Fellow of the Institute Chartered Buildings of the United Kingdom, Election as a Member of the U.S. National Academy of Construction and Academy of Sciences of the Dominican Republic; as well as numerous awards of the American Society of Civil Engineers.
He holds a PhD in Civil Engineering Systems and a Master's Degree in Science in Civil Engineering from MIT. Magna Laude by the Pedro Hernández Ureña National University in the Republic Dominican Republic, Bachelor of Civil Sciences in Engineering.
